Tolman was born in Amsterdam. As a visual artist he is self-taught. He settled in Beuningen in Gelderland. His sculpture can be seen in the public space of various Dutch municipalities. Some of his etchings are included as illustrations in On a summer morning at half past four, when the sun rose beautifully, he stepped off the Waal bridge by the writer Nescio. He made six etchings for the collection of poems Wrong town halls by HH ter Balkt.
