Van Dulmen was a son of painter Erasmus Bernhard van Dulmen Krumpelman. He trained at the Minerva Academy in Groningen (1946-1950). He was co-founder of the Drents Schildersgenootschap together with his father.
Van Dulmen painted landscapes, cityscapes, figures and portraits. He painted, among others, the portraits of professors Zaäk Molenaar, Pieter Jan Bouman and Cornelis Dirk Saal for the senate room in the Academy Building of Groningen University. He was also active as a sculptor and made various statues.
Van Dulmen was married to the draftsman and enameler Marieke Eisma. They are the parents of the ceramicist Lydeke von Dülmen Krumpelmann.
