Popma studied at the Academy of Visual Arts in Rotterdam (1939-1942) and at the Rijksakademie van Beeldende Kunsten in Amsterdam (1943-1949). In the 1970s, Popma taught monumental techniques such as modeling and painting at the Academy Minerva in Groningen. Until 1968 he worked as a glazier and made stained glass windows for town halls, schools and churches, among others. As a sculptor he also made various monumental works. At the end of the eighties, Popma became more active as a painter of (Frisian) landscapes in particular.
In 1946 Popma won the Cohen Gosschalk Prize at the Rijksacademie Amsterdam as a promising student. In the same year he received the Lady Vigelius Prize. In Leeuwarden, where he lives, he won the Pommeranten Prize in 2007 and the Frisian Carnation in 2021. Stifting Nijkleaster held an exhibition in Leeuwarden and published a book about Popma and his works in honor of his 100th birthday in 2021. The Fries Museum showed an overview of his work because of the same milestone.
