Jacob van Rossum woonde en werkte vrijwel zijn hele leven in Den Haag en hij wordt dan ook beschouwd als een typisch Haagse schilder. Na zijn opleiding aan de academie in de hofstad specialiseerde hij zich in het schilderen van traditionele onderwerpen in impressionistische stijl: landschappen met een boerderij en vee, pluimvee bij een hoeve, rivier- en bosgezichten. Ook schilderde hij enkele stadsgezichten en figuurstukken. Zijn werk heeft soms een humoristische ondertoon. Behalve schilder was Van Rossum ook een knap tekenaar en etser.
